It isn't just an abuse of power to have someone look up medical records for you...It is illegal. The Captain, the girlfriend, and whoever (the OHN?) is letting her have access to these records would all lose their jobs. It is against HIPAA. You also would be able to pursue a lawsuit against them and the state.
