This Year has certainly been one of many challenges for all of us, personally, professionally, and on the Labor Front, culminating in the single most serious threat of Privatizing our Public Prisons. Please join me in extending my every gratitude to our fellow AZCPOA Members, and the Associations Leaders, who have endured a barrage of rapid fire growth and organizational challenges.

Michael Duran accepted the challenging position as interim AZCPOA President in May of this year. With Joe Rodriguez and countless others, they shaped the opening volley’s in our objections to HB 2010, requiring the abandonment of our State Government’s responsibility to Public Safety and relegating it to any for profit Private Prison Corporation willing to take their profit off the top, at the expense of the Public’s and your job security. Through it all, the immediate tasks of protecting your interests internally continued on a daily basis.

The AZCPOA Board of Directors (Chapter Presidents) met today, most in person, however a few took the time to meet telephonically, and agreed that in the face of this adversity, “Reorganization” in the creation of new processes in protecting your interests was out of the question. Instead, the combined wisdom of your local leaders dictated that we, as an Association return to the basics of ten years ago, and overwhelmingly endorsed the original form of the AZCPOA By-Laws, pending future consideration and approval of amendments, to be ratified by mail in Ballot of you, the true leaders; the members of the AZCPOA.

As a result, the original by-laws required that essentially, the Executive Board YOU elected for two terms, must be restored, provided the originally elected members were available and accepted.  Please join me in congratulating Tixoc Munoz, ratified by the Board of Directors as AZCPOA Executive President, effective immediately, Michael Duran, ratified by the Board of Directors as AZCPOA 1st Executive Vice President, effective immediately, and Tracy Hubbartt, ratified by the Board of Directors as AZCPOA  2nd Executive Vice President, effective immediately.  AZCPOA General Counsel Martin Bihn was available for consultation and review of publications, and advice based in law as to the reversion to the original processes and officers.

Some tough choices and decisions await us indeed, and I believe I can safely speak for all when I proclaim that AZCPOA remains more committed than ever to protecting your rights, your interests and your job. Primarily our battle against privatization continues with a renewed fervor, but equally important those issues affecting your workplace are also at the forefront.

We look forward to serving you, approaching 4000 of 9000 employees of the State’s second largest agency. Thanks to you, we’re still the sole qualifying Labor Organization identified as THE ONE to Meet and Confer with Agency Administration, thanks to you; we’re also the MOST influential organization in Corrections at the State Legislature.  We can continue growth and be the one combined voice of many you’ve come to depend on.

Sincerely,

Tracy Hubbartt

AZCPOA 2nd Vice President
