Who's running ADC... not Chuck Ryan!
To my fellow AZCPOA friends and ADC co-workers,
As the leader of AZCPOA I would like to share with you some important concerns. For many months, diplomacy has been our practice in addressing employee concerns with Director Ryan no matter how difficult the situation may get. But we all know there is a time for diplomacy and a time for the alternative. So I will attempt to be as diplomatic as possible. It goes without saying that the past few months in ADC have been very frustrating to say the least. Its no secret that Mr. Ryan's common saying when dealing with staff issues, " I'm for the 10,000", meaning the amount of people employed at ADC. Mr. Ryan has been heard reciting this phrase numerous times when presented with decisions that will impact staff. If you analyze the recent policy changes in ADC you would have a problem with Ryan's saying. Ryan likes to portray that he is pro-staff but he hasn't fooled anyone.
You are for 10,000 Mr. Ryan? Which way? Since 2009 when you were strategically appointed the Director of ADC by Brewer we have seen the morale of ADC hit rock bottom. By the way, we don't remember there having been a posting or advertisement for this job. Were any other candidates interviewed? Smells like the good-old-boy system to me.
* Since you have been the Director we have seen you throw staff under the bus in the inmate Powell case.
* We have seen you throw staff under the bus in the Kingman escape case.
* We have seen you implement rotations costing ADC some very dedicated staff who grew frustrated of being jerked around with their RDOs and seniority status.
* We have seen you take away our performance pay.
* We have seen you furlough supervisors and other key staff. And then deny them cash overtime. One can only imagine the round table discussion on this one.
* You are now charging us for van-pools.
* 601s are being handed out like there is no tomorrow. What ever happened to informal resolutions? Do we not preach informal resolutions when it comes to inmate confrontations or issues? Why is it different with staff....are you forgetting that we keep this department running?
* Oh and the worst one of all, 601 responses, you give staff 3 days to respond yet ADC gets weeks to make a decision.....how is this remotely fair?
* We have lost count of how many staff related policy changes have taken place, sometimes over night. Most and I say most, are designed to benefit management's ability to jerk staff around with no recourse.Policies are full of gray areas that are designed to benefit management and not the little people.
* We have seen you hammer, harass, and threaten staff with so called "fact-finding" sessions.
It appears to staff that by implementing so many drastic changes there is a bigger picture in mind. That being the reduction in size/expense of ADC and eventually our pay will also be on the chopping block. Setting the stage and making the conditions ripe for a privatization takeover and we all know who stands to benefit from this.Who in there right mind would want to work under such conditions? I have heard staff say that they would rather be unemployed than put up with whats going on in ADC.The continued screwing of staff...Chuck Ryan style.

Despite all of this chaos and frustration all is not lost. On Tuesday November 2,2010 we the "little people"will have a say on who will be in charge of ADC.
It is widely known that Director Ryan keeps a saddle in every office on the fourth floor. A symbolic reminder to staff of who is in charge. Well Chuck, the only saddle ADC employees see is on your back with mommy Brewer riding you into the sunset.
Mr. Ryan, I challenge you to fire me.

Tixoc I hope he does fire you. You take money from DOC staff and do nothing to help the problem. By the way where is the money that has been paid into the so called Union. In your house, your car, your off shore account, or your last couple of vacations to Las Vegas.

Not that anyone has twisted my arm--and ignoring for a moment that ridiculous show of selfishness and arrogance provided by one of the assigned leaders of the "union" a few days ago on a graves tram--but I do not recall there being a decree, directive, assignment, instruction or order, that showed AZCOPS withdrawals as mandatory. DOC staff give their money to whomever they choose; none of us are victims where membership is concerned (though some of us sure sound like we were).
I have met Tixoc, I have even worked with him on some interesting projects. To say he is against staff or to claim that he does "nothing to help the problem" is a cruel hoax and an empty accusation. The truth of the matter is, sometimes people dig themselves into a deep enough hole that there is nothing that CAN be done for them...yet they still expect the lifeline to be dropped in to them, still expect the "union" to speak on their behalf, still expect to come out smelling like roses after rolling in the hog$hit. It is beyond ridiculous.
If Mr. Munoz reads this (an I figure he does, he is well versed in most department items good and bad), know that you are respected, your work has been appreciated, and your ethics are honored. Thank you, Tixoc. You have done us all well better than we have deserved...and it shows in the day-to-day whether any of us is willing to admit it, recognize it, or accept it.
Here is my response to the person who posted anonymously and wrote a predrawn and politically saturated gossip page that reeks from envy and assasination plot. Mr. Tixoc Munoz has called me multiple times from his house, his car and his way to and from work asking to work out a solution for a correctional officer. He did not ask me to break the rules, he just asked me for consideration to see if I or my warden could in fact make the accommodation as this may have been a child care issue, a family emergency issue, a shift or rdo issue or many more that he personally took the time to resolve with many wardens and DWOP's. I admire his energy and honesty. To say those words posted are vicious and legally intruding on his character. Now, if you knew that then I suspect that is the reason you committed treason on your fellow men and women and kept your name out of the post. Carl ToersBijns, retired DWOP ASPC Eyman.. if you feel froggy, come jump down on this one and leave Tixoc alone, I know for a fact, he works hard for the membership and those who are not..

Good to see you are still active Frank, I hope things are good for you, God knows what really happened but so did alot of others as they covered their arses to keep some certain people clean. Redemption will be yours and all that was done will be undone in the future. You are a good officer and don't let anyone take that away from you. I miss Safford's friendly people but the drive was killin me. I know you understand. Here is a little paragraph of what I summarized to be an issue today:
Ever since his arrival in February, 2009, Mr. Ryan has insisted on forced rotation of staff and a new disciplinary policy. In addition, he has added more frustration and more work on the backs of the correctional employees who are already multitasking too much to get things done with furloughs of essential staff and supervisors. Without internal consultation of his organizational administrators and managers, he has spent many hours with a select group of people to formulate policies in order to conduct an orchestrated effort to coerce and develop a flawed rotation system reminiscent of the Terry Stewart days and how they were manipulated to benefit a select few rather than the group as a whole. Instead of providing new opportunities for all staff assigned to a unit for longer than three years to meet new challenges and opportunities to show their skills, he forced transfers from one unit to another risking of losing your top talent while attempting to improve cross training of others but lacked the training element to make it better. Secondly, the revised disciplinary policy, designed to give the administration better control of the process and accomplish its goal of holding staff accountable for their actions by allowing administrators to decide whether the infraction alleged is a mistake or misconduct. Setting a new 120 day disciplinary cycle to avoid lengthy proceedings, he arbitrarily chose this number of days to decide whether the complaint was valid and punishable or whether it should be dismissed or referred to criminal investigations. Third and definitely not the least importance is the furloughs of essential staff required to do the job to keep things safe and orderly. The absence of furloughed staff creates more work and more stress for those who are left behind to pick up behind them and do so with much frustration as their level of training may not be equal or their number of tasks already on their backs, has now been increased by multifold without relieve in sight. These three elements = low morale = a need for change of leadership!!!!!!!
