What does tax payer money have to do with this? Some of these fools are just beyond "rehabilitation". No amount of "you just made a mistake by holding up 11 liquor stores and one church", hand holding or back slapping will ever get them to change. Gangbanging and cop killing is part of their rich cultural heritage, passed down from father to son.
